Personality: Give us at minimum 2-3 full paragraphs of how you understand your character's personality. Talk about basic characteristics, any major developments over the course of their canon, their motives, their social behavior, and anything else you can think of that shows off your knowledge of this character.
Issei is a very polite, calm young man, or at least he appears that way. He spends much of his time doing things like reading poetry or drinking tea, he doesn't get involved in romance, and he addresses even his best friend politely. He is able to reasonably and without panicking discuss the disappearance of a student from his school with a teacher. Issei genuinely wants to live a life of peace, without getting mixed up in affairs above his head. Since he's a minor character, he's capable of actually doing that. His major life goal is to become a monk at his father's temple, and his short-term goals involve making his student council actually do work.
Don't let him fool you, though. On certain subjects, he's excitable and even... flaily. He's very easily embarrassed, and is prone to blushing around people he likes. He does not deal well with women, and even more than his usual shyness, his typical reaction to them is cold. He has an absolute hatred for one classmate of his, Rin Tohsaka, and is utterly convinced that she's hiding something behind her perfect student facade. (He's right, but we'll go into that later.) And when worrying over his friends, he absolutely reacts emotionally and spontaneously.
Issei spends 99% of his screentime either giving informatory exposition or doing something for his friend: either worrying over their safety, or bringing them oranges when he thinks they're sick and dragging their bicycle back in addition without asking how it got to his house, or dragging them away from people he thinks are bad for them, or something like that. He is very, very determined in his loyalty, and prizes it highly, expecting proper gratitude in return for it when he goes out of his way to do something. His desire to protect his friend supersedes the normal Japanese tendency not to touch others and lets him grab on to his friend's arm and literally drag him away, or shake him when worried sick over him.
Strengths/Weaknesses: As stated above, Issei is loyal as all get out, and reliably so. You can count on him to back you up in your time of need. He's also stated in the character material to be good at meditation and karate: meditation naturally because he's a monk, karate less obviously so (unless you know the history of that temple). He's usually able to stay calm in difficult situations. He's the student council president and one of the more popular guys at school, so he's able to be charismatic when needed. Also, his gut instincts usually have something to them. For example, Rin is definitely hiding a different personality behind the mask she shows to the other students. Issei is apparently the only one to have figured this out before the game starts.
On the flipside, Issei does not do well with girls. He's afraid of them and the power they have over men's minds, and so he lashes out at them unless they somehow convince him of their goodness (and this is usually through having enormous spiritual presence plus great beauty, so it doesn't come up very often). Once he dislikes a person, he tends to see everything about them in a negative light. He is extremely stubborn, and a snoop when it comes to the people he worries about - because that makes it okay!

First Person Sample:
There is a small, purple and yellow girl-monster-thing with me at the moment. It was here when I woke up.
It keeps trying to kiss me.
First of all, I am never going to bend down again to examine it more closely. Secondly, what is it?! Perhaps more importantly, how do I make it go away?
My name is Issei Ryudo. Any assistance in this matter would be greatly appreciated. Until someone responds, I'll be attempting to find a cage.
Third Person Sample:
"Defeated by Leader Falkner again..." Issei remarked with a sigh, sitting on a ledge overlooking some grass on Route 31. Their defeat had been much less humiliating than the previous attempt, and hugely less so than their first attempt at the Gym when they originally came to Violet City. "Ah, well. I'm certain that we're close to the point where we can defeat them. Don't you think so, Uzume?"
The Smoochum let out a small cry and scooted closer to him. Discreetly, Issei scooted away and continued speaking. "We should probably head back to where there are stronger Pokemon to train before attempting the challenge again. Did you prefer fighting Route 38 or Route 42?" Uzume seemed distracted, so he waved a hand in front of her face. "Uzume? Hello?"
At that moment, he spotted a Bellsprout approaching them beneath.
"Well, it's most likely too weak to make much of a difference, but practice never hurts," he commented, and hopped down off the ledge. Uzume followed him, facing the Bellsprout with a ferocious glare.
"It isn't worth wasting much effort on. Just Pound it," Issei commanded, pushing his glasses up with one hand. Uzume complied, hitting the much weaker Pokemon with one arm. The wild Bellsprout fell over, defeated in one blow.
"Excellent work, Uzume." He wrote down the results of the battle in his notebook, not looking at his Pokemon. "Not that I expected less of you. Now, let me think... What did we encounter th- h-huh...?"
Something larger than a Smoochum pressed against his back and wrapped its arms around him. Gulping, Issei turned his head.
A Jynx smiled back at him before squeezing him even tighter against her chest.
Issei struggled helplessly. "D-dear Buddha, please... Uzume, stop!" When that produced no results, he cried out, "Help, someone! Please save me from my Pokemon...!"
