From what I heard, newborn pokemon tends to see their owners as parents, since we are the first thing they see when they hatch. Once he starts to see the world around him he will eventually gain confidence to explore it

Maybe he's just not used to so many Pokemon being around him? Because he seems a bit more calm now.

I have some experience, both for humans and Pokémon.

Some newly hatched ones can be like that. Comfort and close proximity tends to work well.
