Generally speaking, people from different worlds show up here every now and then. Since no one's found a way back so far, and we don't seem to have anything better to do anyway, most people travel around this world catching those Pokemon creatures.

No. He isn't. It's all just a lot of clever tricks and illusions, and his monocle stays on because monocles are designed to fit comfortably on a person's face without falling off. [Though sometimes you do have to wonder how he manages to keep the thing from falling off despite that with all the acrobatics he does. Not that Shinichi really thinks it's that important.
