11/24 Rocket Activity Preliminary Report.
Informal report written for external use by Dominic Sorel.


Event Summary: On the 24th of November, trains left from Goldenrod City to Saffron City. This was the first such trip. [1] In the days prior to the event, buses were used to transport passengers to Goldenrod City, and ensure as many people boarded the trains as possible. The event was highly advertised, and the train departed at 10.30 AM. Approximately three to four hours the attack began, started by an event on the PA system stating, in part, "we've been targeted." A bomb threat was made. Rockets had already boarded the train, and more parachuted from above via flying Pokémon. [2] Fighting between the Rockets and passengers ensued, lasted the remaining three hours of the journey. When the train approached Saffron City, those Rockets who could escaped with flying Pokémon, and about a dozen remained to be captured and arrested by the police. The bomb was genuine, although defused by passengers before it could cause any harm. It was discovered in the cab. In addition, several passengers received minor to moderate injuries in the attacks, the worst seeming to be broken bones.

Of the five hundred total passengers, 43 Pokémon were stolen, in at least one case including several from the same person. Assuming that (as per footnote 2's estimation) 400 of these passengers were genuine, this would mean that 9-10% of passengers experienced the loss of one Pokémon. Money appears to have been untouched. Of these Pokémon, as of now, zero have been recovered. The police have yet to make any sort of statement as to the status of their investigation, whether or not they have spoken to those Rockets captured, or even the identities of them. However, at least one Rocket was recognized. [3] It is unknown whether or not he was one of those captured.

It was noted by several passengers that the attack was well-planned and the Rockets knew what to do, as is also evidenced by the large number of Rockets who escaped or evaded capture. While the plan was ultimately thwarted overall if one assumes their goal was to capture all Pokémon on the train, all actions taken show a great deal of planning on the Rockets part.

Also worth noting is that the Rockets had a base in Mahogany Town, which has been abandoned. Several people have gone and investigated it, but found no information or clues. It is clear that they must have somewhere else to convene, as their numbers are too high to allow for casual street-corner meetups. As of now, it is unknown where, or even what city, such a thing would be located in.

While the eyewitness reports on a whole do not contradict, and while events are largely straightforward, several questions still remain. What were the drivers and other crew doing during the attacks? Where were they during the bomb event in the cab? Who made the announcement on the PA, and what was the full content? Has the train company made an official announcement, or offered any form of compensation to the victims? How were the Rockets able to so easily board the train; did they purchase tickets? Where are the fugitive Rockets hiding, and how were they so easily able to avoid capture? How many Rockets were there exactly? All of these questions bear further investigation.

Hypothesis: [4] The train may have been under Rocket control from the start, explaining the lack of resistance or appearance from the drivers and other staff. The heavily-advertised trip was in fact a way to gather Pokémon trainers together in an enclosed space, and make a profit from the tickets while they were at it, with the high price discouraging new and unsuccessful trainers from boarding and ensuring stronger Pokémon to capture. At a certain point in the journey, the driver themselves announced the attack and prepared the bomb. In this scenario, the train company is either heavily infiltrated, or outright a cover for the Rocket's operations. By extension, if the latter is true, the best place to begin searching for the new Rocket base is with the train company itself.

[2] Unknown how many arrived in this manner and how many there were total. One estimate was "one in five" passengers, leading to approximately 100 Rockets.
[3] "Ivan," a large man who speaks in broken English. It is likely others can also be identified, although I have not personally been informed of any or seen it discussed.
[4] This should go without saying, but this is merely my theory, and may or may not be proven true.
