Personally I think it's best to use TMs that help cover that particular Pokemon's weaknesses. Something that's strong against the type they're weak to, say.

...and if you're heading to Ice Path to pick up Souji-kun, you'll probably want something strong against ice.

Hey, that's a good idea! So for Bruce, who's weak to Fighting and Psychic... Maybe a Rock-type move for the birds, and... What the heck is Psychic weak to again?

I should be good on Ice, though! My lead Pokémon is Fighting-type, and I'm training up a Houndoom too for fire.

Psychic is weak against Dark. And Bug, I suppose, but I suspect Dark-type moves would be more useful.

Ah, that should help a lot, then, yes~

Dark, huh... I wonder if there's any Dark-type moves here Bruce could learn. Thanks!

Right! My other lead's Ice-type -- well, half since she evolved -- so I've got those pretty well memorized by now too.

I'm not entirely clear how the moves each of them can learn are determined, but the department store seems to have a nice selection, so hopefully you can find something useful.

That is helpful. What Pokemon is she?

Yeah, the only problem's gonna be narrowing it down. [She chuckles.]

Oh, she's a Froslass! Ice/Ghost. She's got a lot of weaknesses, but a lot of resistances too, so if I'm careful with her she can do really well!

Yes, that is the trick, isn't it...

Ah, I've seen those, they're quite pretty. And they do have a rather interesting type combination.

I guess I can always come back and buy more later. If my wallet can handle it, that is. Once we're done rescuing Souji-kun, I should pick up another part-time job.

Yeah, it is pretty unique, huh? Kinda weird, though, considering she was just Ice-type before she evolved. But I guess being Ghost-type doesn't have to mean you're an actual ghost?

Ah, yes, they are a bit expensive, aren't they...

I suppose not, though it does seem a bit odd.

Sure are! I guess it makes sense, though, considering how useful they are. After all, normally Pokémon only learn new moves after gaining a bunch of levels.

Right. Of course, there's a lot about these guys that seems odd, when you think about it.

That is true~ And the TM moves are often quite powerful.

I've found it less confusing to not think about most things here too much.

Yeah, they sound really cool! Seems like you trade on accuracy a little with some of them, though.

[...and at that, she can't help but snicker.] Yeah, I think I know what you mean there. Just go with the flow, right?

Some of the stronger moves in general are like that, I think.

Something like that. Easier and less likely to cause brain damage.

I guess if they weren't, why would you ever use the regular ones, right? Like game balance or something. Geez, this place really is a video game...

[Snort.] Sometimes I wonder if it's too late for that.
