There are quite a few layers to Luna’s character, as anyone could expect from a being with her history and life.
The first layer shows the personality and behavior of Luna as a Princess. In this regard, her tenue is quite the old fashioned one, and where the fact of her thousand year long absence is most notorious. She speaks using the royal “we”, using ancient terms (like thou, thee and nay), and in a very (VERY) loud tone of voice, all of which she mentions are traditional ways to speak to her subjects.
Luna takes her Princess duty very seriously, as it can be seen by the fact that she has trouble using normal speech. She is easy to anger when shown disrespect, and prone to big dramatics and flashiness. This can be seen perfectly in her arrival to Ponyville after her long absence, which was made on a carriage, with clouds, thunder, and a cloak made of bats included.
Underneath all of that, Luna is actually quite different. She’s kind and caring, (she was shown saving a small foal of falling into the water without even having a second thought), and wishes to earn the other ponies’ love and admiration. She seems to prefer to spend her bad times alone, most likely to avoid showing weakness as a ruler, and will also use sarcasm and a lot of eye-rolling as a shield if the situation calls for it.
She is quite the social pony and enjoys other ponies’ company, even if she can be a little awkward at first, Luna seems to enjoy harmless pranks and having fun here and there once she is comfortable with the people around her. She does have a bit of a short fuse, and in those moments she may react without measuring the consequences of her actions, but she wouldn’t go looking for confrontation, and she will go back on her actions once she realizes the wrong of her choices.
It’s easy to understand how someone like her could end up becoming misguided. It was because of her own need to be loved and appreciated like her sister was, that Luna let her jealously and anger take over her, all of which ended up in her refusing to lower the moon and eventually finished with her thousand year long banishment.
It has been shown that Luna feels very regretful of these past actions, and wishes to make amends, so a second occurrence of this is most unlikely. It’s also assumed that Luna has returned to her duties of rising and lowering the moon and stars.
It has been shown that Luna loves Princess Celestia, her elder sister, very dearly. The very first words she said after being returned to good by the Elements of Harmony, and offered a second chance are a clear testament to this. Luna is happy about having returned to the good side, and to be able to rule by her sister’s side as they did in the past.
As a note, Luna was the only person to recognize Twilight Sparkle’s Starwswirl the Bearded (an obscure historical character) costume. This may mean that she met this pony herself, or that she has read about it, but it’s still a testament to her most likely vast knowledge of magic and magic history, which is only fitting for a princess like her.
At the end of “Luna Eclipsed” she appears to have come to terms with several of her problems understanding friendship, and is working on getting used to the modern times. At this point, Luna has also come to understand that acceptance can be earned by understanding others, accepting yourself and spending time with other people.

Magic. For specifics, Luna has been shown or said to be capable of doing at least the following:
+ Rising the moon and stars each night, and also lowering them when morning is upcoming.
+ Making clouds and lightning appear (which is mostly used for dramatic purposes, what.)
+ Bringing inanimate objects to life.
+ Telekinesis. This manifests in the form of a light blue aura around the items or people being moved.
+ Shapeshifting.
+ Ponies dedicated to magic have also been seen studying and using magic from spellbooks, so it’s safe to assume Luna is capable of learning new types of magic.
Of course I’m a-ok with these powers being watered down, or having them be completely gone in the case of her moon and stars job. I suppose that weather control is a little over the top too, so if it has to be gone, can I please still keep it for silly dramatic purposes? I can recognize when a power list is a little ridiculous xD
Luna can also speak in confusing oldish speech, talk very (VERY) loudly, seems to have lived over a thousand years without having reached her maturity, is shown to have above average strength, and of course she can fly.
Luna can also sparkle. Well, it was worth pointing it out.
MLP ponies seem to be able to handle objects using their hooves as if they were hands. Which is weird, but true. Though in the cases of unicorns they tend to do most of this using their telekinesis. Also as a pegasus, Luna can stand on clouds. This is stated to be something inherent to the pegasi in the series.

She couldn’t deny that she really missed her home.
At first things were a little strange... This place was filled with humans, to begin with. There were a few more normal beings here and there, like animals and dragons, but mostly humans.
That was probably the part that took her the longest to get used to. It had been quite nice to find that many of these humans had shown to be as interesting and nice as the ponies back in Equestria, so at least that helped a little.
After how long it had taken Luna to decide to show up in front of the ponies in Ponyville, and even worse the time it had taken her to begin to understand how much things had changed in the last thousand years, it was only understandable that she would take some time on adapting, right?
But among all of that, there was always one big dark cloud. Sometimes Luna felt a little worried about her sister. About Equestria she had no worries, she knew Celestia was more than capable of handling all of the royal duties, but would big sister be worried about her disappearance? After all the things that had happened, the last thing Luna wanted was to give her even more trouble...
But it was pointless to sit worrying, right? Even with how different things were, and when she was so far away from home and from the people she loved, Luna had decided to work hard to learn and grow no matter where. She would do it as both a Princess and a friend, so she couldn’t just sit and not work for a solution.
In that way, when she found her way back, she would be more than ready to meet her dear sister and friends once more.

[Good night! To greet this most wonderful night, all the viewers are being treated to a bit of a rare sight. A kind of purplish winged unicorn, with a flowing mane mimicking the night sky, and big green eyes is currently staring into the communicator with a mix of a serious and an annoyed expression.]
Is this strange contraption working now? [She nods, looking satisfied. Her horn glows and suddenly the communicator is moving, to show the image in a better angle. It’s quite clear it is floating.] Good. Let us begin then.
[The pony gives a step back, so her full body can be seen, and she clears her throat before speaking.]
GREETINGS, CITIZENS OF THIS NEW LAND.
[As she says this, some clouds gather and there is even dramatic thunder booming. For the most observant ones, some leaves seem to be flying around as she speaks. Because she is that loud.
Luna stays silent for a moment before resuming her speech, as if waiting for everyone to turn their eyes to their devices. The tone is still very, very, veeery loud, but a little less loud than the last time as she does no longer need to catch everyone's attention.] WE ARE LOOKING FOR THE RESPONSIBLE FOR OUR ESTRANGEMENT FROM OUR HOMELAND. AS A PRINCESS OUR DUTIES ARE OF THE UTMOST IMPORTANCE, AND WE CANNOT ABANDON THEM ON A WHIM, SO WE MUST REQUEST OF THEE FOR US TO BE SENT BACK AS PROMPTLY AS POSSIBLE, AS TIME IS OF THE ESSENCE.
