You can get it at either end, but the only time I've done it has been this PCS. Basically, I got signed in on one day, and signed out on permissive TDY the next. If you take the permissive TDY and THEN sign in, they usually have you go to the housing office and get a stamp - otherwise they will charge you the leave. If you've been contacted by a sponsor, I would suggest you ask them. I think it's easier to take it after you get there, but that's me.
You can also apply for PTDY after you go through reception and get to your unit. I always found that easier, since you'll already be assigned to a unit and will have a supervisor you can contact for assistance/information. Just make sure to tell your sponsor at your gaining unit that you want to take permissive TDY.
You can either get PTDY from your losing or gaining unit. The only requirement is that it takes at O-5 to sign the leave form. If you take on the losing side, you must get a stamp from housing when you get there.
Personally, I would take it when you get to your new unit, unless you already know the area, because you'll have met people who can tell you which phone/cable/realty companies to use.

Personally, I would take it when you get to your new unit, unless you already know the area, because you'll have met people who can tell you which phone/cable/realty companies to use.
