You'll have to be quite a bit more specific. "Punishment" is a legal term, and is covered in AR 27-10, but somehow I doubt you're asking about a Court Martial or Article 15.

12 privates were singled out of a platoon and told they have to hand write the Ranger's Creed 75 times, because 4 of them couldn't recite it. They were given this on thursday at the end of day formation, its due tuesday at pt formation. Thats a lot of writing over a 4 day weekend. I'm just having issues with it being the 12, not just the 4, or why all 23 privates weren't made to do it? It just doesn't sound right to me...

That would be called "remedial training" not "mass punishment". As was pointed out, "punishment" is a legal term used in conjunction with the UCMJ. Only Commissioned Officers can hand out punishment. NCOs train soldiers. If all 23 privates were required to do this, then it might be considered some sort of mass remedial training, which is still okay, though my own feeling is that making everyone do it would be counterproductive. There may be other reasons why 12 were required to do this that you may be unaware of. As for it sounding "right" (i.e. "fair"), well, we have a saying about that...

The real question here is not about punishment, or even training, but whether or not this displays good leadership.

Nope, not good leadership. Writing the Creed out won't help them recite it.

Here is an update for everyone's shared enjoyment- I only know for sure that one of them actually did it, but he said he was never asked to turn it in to anyone. He didnt talk to the E5 who told them to do it, knowing that if he was the only one to turn stuff in they would all probably be punished again. He was willing to suck it up and just be pissed that he did it for no reason, instead of inciting more creed writing.
