No disrespect intended, Kazekage-sama, but Leaf is not being snobby in the least. Diplomatic missions are considered D-rank missions that frankly most ninjas do not want to go on. Unfortunately, our chuunin and jounin are doing important higher ranked missions at the moment, not to mention trying to get our village back in order.
