I think our free/fair trade problem comes from our inability to adopt a defensible welfare state. Our response to predatory actions of trade partners should be to help people in the US either vacate that market or live without being able to work in it.

In fact, it could all be payed through a relatively simple tariff regime: when a country is subsidizing its goods, we place a tariff for the cost of unemployment insurance, etc. rather than attempt to correct the trade imbalance through much higher tariffs and subsidies.
