Now Time... Is Space Next?

So Congress wants to extend daylight savings to save money. I'm all for saving our resources but I don't quite get this one. They claim by doing this will save 10,000 barrels of oil a day. Why? "Because offices and stores would be open while it was still light outside and therefore use less energy." Other than outdoor markets, I don't know of
