I would also look at the buy-it-now bikes. Know at least your inseam and use that as a guide for stand-over height. It probably won't fit perfectly based on that, but if you took it to a local bike shop and asked them to help fit it to you (seat and handlebar adjustments) it would still be cheaper than buying new.
Or you could go to Walmart (blech) and get a brand new GMC Denali road bike for $150, but I wouldn't recommend that. They're not bad beginner bikes, but you can do better with something used.
OR, you can check out craigslist and local garage sales. I'll bet Atlanta has a lot more opportunity for finding a bike like that than Rochester.
There's no reason you can't get a bike : )
