I couldn't find the exact pic I used, so, were going to start with the base:
First I sharpened the base and then smoothed his face just a bit. Now, I went to:
Layers: Colors: Auto: Equalize and got this result:
That doesn't always go good with every picture. Duplicate the base and put it to Screen, opacity at 100. Make three new layers and add the color #8fe1ff to the first layer, setting it to Burn, 100.
Put the color #ffd7cb into the second layer as Multiply, 100. The third layer gets the color #2f4383 set at Difference, 3.
You can stop there if you want. :) I go on and use this brush by
ewanism, you can set it to Screen (Lol! I just realized you won't be able to see it. :P It's there, just copy the image and paste):
For the finishing touch I added a text brush (I can't remember who's I used). You can set it to Multiply.
