I used this picture from thephotobox:



This has a selective coloring look to it. :D Don't be intimidated by all the words. it's really easy. :D
I made a 300x300 and put the picture in. I then sharpened the picture up to 40 and smoothed her skin a bit.
Duplicate the base and set it to Screen, opacity at 100.
Merge the layers and add Hue+Saturation:
~HUE+SATURATION~
--Master--
Saturation: 50



Next I did a Color Balance:
~COLOR BALANCE~
--Midtones--
Cyan/Red: -100
Magenta/Green: -20
Yellow/Blue: 0



(and for those who don't have color balance, try it with Levels, it comes out pretty close to the color balance:
~LEVELS~
--Value--
Output: 40, 255
--Red--
Input: 100, 1, 255
Output: 10, 255
--Green--
Input: 20, 1, 255

Now, I did another Hue+Saturation:
~HUE+SATURATION~
--Master--
Saturation: 50
Next, I did another Color Balance, midtones: Yellow/Blue at 45.
(again, for those who don't have color balance, fiddle around with Levels. =)
Duplicate your base and set it to Soft Light, 100.
Ok! Make a new layer and add the color #d7d6d5 and set it to Value, 40. That heightens the colors red and blue. That doesn't look great with every picture, so fiddle around with the opacity.



I added the color #051d3b and set it to Exclusion, 100 (screen, screen, subtract for GIMPers)
Make another layer and put the color #46aaef, setting it to Burn, 30.



Duplicate the base and bring it to the top. Now, what I did was I used Curves to make the picture blue. Unfortunately, I didn't save the settings. :/ Doens't matter too much, just make the picture blue, with Levels, Curves or whatever you like.
Now set that layer to Color with the opacity at 10. That makes the blue stand out more.
And for the last! xD Duplicate the base once more and bring it to the top; set it to Soft Light.



That's it! Crop it to a 100x100 or leave it, and add whatever text you like; I used Cheri, font size 40
