Crop your picture the way you like. :) I sharpened my base by 40. Smoothed out her skin with the Tear Drop tool.
Now I did a Color Balance:
~COLOR BALANCE~
Midtones: -100, -32, 0
What that does is it takes away some of the redness so that it won't overpower the picture.

[For those who don't have Color Balance, I went and tried doing it on Levels and I got a pretty close result:
~LEVELS~
--Value--
Input: 10, 1, 255
Output: 40, 255
--Red--
Input: 100, 1, 250
--Green--
Input: 32, 1, 255]

Next, I wanted the colors to be a bit more vibrant, so I used Channel Mixer:
~CHANNEL MIXER~
Red: 169, -60, 0
Green: 0, 100, 0
Blue: -60, 60, 89
(preserve lumoinosity on)


Make three new layers: for the first, put the color #b4ddff at Soft Light, opacity 60.
Second layer: put the color #fdd3fa at Burn, opacity 100.
Third layer: put the color #010445 at Exclusion (Screen, Screen and then Subtract for GIMPers), opacity 100.
Duplicate the purple layer (#fdd3fa) and bring it to the top. Set it to Burn, 60.
Duplicate the light blue layer (#b4ddff) and bring it to the top, setting it to Burn, 100.


Merge all.
I added three screened scratch textures. =D
And for the last coloring, I used the Hue+Saturation:
~HUE+SATURATION~
--Master--
Saturation: 50

Add whatever kind of brush you like, I added some flower brushes by toybirds. :D And that is it! Hope that was fun and I would love to see your results! =)
