Ok, so I started out with the banner size 300x200. I smoothed that black part on the left and then smoothed out her skin and sharpened her eyes and lips with the Tear Drop tool.
Seeing that it doesn't really need to be screened or anything I added the color #e7e31b and set it at Soft Light, opacity 30.
Merge that.
Next I used the Color Balance:

~COLOR BALANCE~
Midtones: -100, -66, 0

(and for those who don't have Color balance:
~LEVELS~
--Value--
Input: 20, 1, 255
Output: 40, 255
--Red--
Input: 70, 1, 255
--Green--
Input: 66, 1.10, 255
Output: 15, 255
--Blue--
Input: 15, 1.30, 255
Output: 52, 255
(I know it's not exact, but it's close)

Duplicate your base and set it at Screen, the opacity will depend on your picture.
Make a new layer and add the color #b7d7ef at Soft Light, 40.
Make another layer and add #070707, at Exclusion (screen, screen, subtract for GIMPers), 100.



I made a new layer and added this texture by peoplemachines and set it at Multiply, 100.



Ok, there's this nifty little trick I learned from this tutorial.
I took that texture and did this:
Layer: Mask: Add Layer Mask
A new box should appear and a list will show, what I picked was this: White (full opacity). Leave the invert box empty. Now a white box should appear right next to the texture.
I added this so we can see Susan's face, just copy and paste this right onto the masked texture:



Moving on! Duplicate your blue layer and bring it to the top setting it at Burn, 100.
I added this texture onto a new layer, Desaturated it and did the same mask on it:



Set it at Multiply, 30.
Duplicate it, setting it at Soft Light, 100



Merge your base and screen layer and duplicate, bring the duplicate to the top. Desaturate everything except Susan. :)
Now, I wanted some more red in the picture so I am using the beloved Channel Mixer:

~CHANNEL MIXER~
Red: 169, -60, 0
Green: 0, 100, 0
Blue: -60, 60, 100
(preserve luminosity on)

Set it at Saturation, 30.
Next I added these colors:
#b7d7ef at Soft Light, 20.
Duplicate and set at Burn, 60.
#060f33 at Exclusion, 100.
Duplicate your duplicate base (that's set on saturation) and bring that to the top.
Set it at Soft Light, 40.
Duplicate twice.
Second duplicate, Desaturate and set it at Normal, 30.

And whalah! That is it! I hope that was helpful to you and I would love to see your results!
