Its the microsoft xp powertoy named image resizer. Once installed(its a tiny-tiny thing), you can just right click on a picture in windows explorer, or highlight a bunch(like I do) and right click. There'll be a new option to resize. Then it pops up options for what size you want to make them and if you want to resize the originals or not.
I normally just make a thumbs folder, copy all the existing pictures, go to thumbs, paste all the pics, right click, image resize, then set custom of 400x300 and turn on replace originals. That way my main folder has the full size and the thumbs folder has the "web viewable" versions.
