Simha, nice analysis. The problem with this latest verdict is that the 'creamy layer' consists of folks spanning the entire OBC spectrum. I wonder if abolishing the caste system altogether and bringing in something like the equivalent of an affirmative action system (based on socio-economical status) will help.
