So there is this cross on a hill here. The views from this place are beautiful. The problem is that the cross stands on public land. Does that mean the government is favouring one relegion over others, or even favouring those who believe in god over the atheists ? that's not how democracies work

Technically I think, that is how a democracy works. But, the US (like India) is a constitutional republic, not a democracy really. If it were a strict democracy, yes, majority would rule, but as it isn't it ain't (to quote Lewis Carroll). More on the distinction [1,2,3]

"Democracy" is used rather loosely by the popular media.
