Well, he had nine yes votes, so I figured I'd accept him.

When people have votes and it seems that people are not voting on them anymore because either the application is overlooked by some, the application has been up for more than a full day, or some people just don't seem like voting on the applicant, then I accept/reject them with what votes I have available.
