Scott is a loser, he's also from before the events of volume 3 of the comic. In fact he hadn't even met Todd before they spoke over the pokégear network. Fun. To people unfamiliar with the canon? Todd and Scott were due to have an epic goddamn showdown which they ended up having in Violet City. Scott got his ass kicked but was sort of saved by Todd's pokémon carrying him away. Todd lost interest in killing Scott once he found out people couldn't die in Johto but since he found out he was dating Ramona or whatever the "motivation" to kill him has come back.
Meaning his duty as a league member means he should probably kill him. No rush though. He's not going to bust his ass to kill Scott Pilgrim.
