I don't think it's the policy there, so much as it is the sheer "weirdness" tolerance factor of people. The manager could easily have argued that you were being a pest or a nuisance, given that they do have to do business, and others would simply feel uncomfortable - admittedly, myself included - at the unconventionality of such a display in a shopping mall. Remember, most people don't expect a free show, nor do they really want one.
So no, don't go blasting the poor manager, he's just doing his job.
