Born in the Netherlands, Allen led a simple childhood with few friends because they were creeped out by his disfigured arm, which was actually parasitic Innocence. His parents, brokers, took him to England on a "business trip" when he was 6. The ship wrecked before reaching dock with Allen as the sole survivor. He doesn't know who (the 14th) saved him, but Mana was the man who took care of him and adopted him.
Two years later, the traveling circus Mana and Allen were working for decided to take an impromptu trip to the Netherlands. Bad luck seemed to haunt the boy and his God-sent Innocence, because the vessel shipwrecked a few miles offshore. Mana saved Allen this time, dragging both of them to dry land, before succumbing to pneumonia and dying a few days later. Allen's sadness and anguish drew the Millennium Earl to him, offering to bring Mana back.
Allen accepted.
Aku-Mana's first slash down his left eye created a sort of tear in Allen's mind and the 14th slipped out. Just as his eyes glazed over with gold, the Earl realized that the boy was a Noah (though he didn't know it was the 14th) and immediately commanded Aku-Mana to self destruct.
Now able to see the souls of Akuma, the 14th could only watch in horror as his brother's soul was ripped apart and swallowed up. The Akuma skeleton was saying "I love you, Allen", which only hurt the 14th more-- Mana loved Allen, not the 14th? Even though Mana knew the 14th's memory was inside Allen, even as an Akuma, he must've noticed the change in eye color and personality. But he didn't. The skeleton was saying "I love you, Allen", while the soul cried "how could you be so weak, help me, save me, love me".
And the 14th ran.
The impact of that incident froze his Noah transformation where it was-- the most he can consciously do is change his eye color from a muddy brown to a gleaming gold. Under stress, his skin may darken and gray out a bit, and only under severe trauma will the crosses appear. That trauma, however, also acts as a key for the Innocence in Allen's arm to unlock the 14th's memories. Under normal circumstances, Allen would be able to utilize that information to help the Order, but as he is, all it does is increase the pain and chip away at his sanity.
Allen, having run away, was not found by Cross. Instead, he is still in the Netherlands, has been there since Mana's death. His stability is teetering on the edge-- because of his cursed eye, he seeks out those with the souls, wanting to know why they're so sad, but since they're Akuma, all they want to do is kill him. He soon begins to doubt everyone and tries to hide away from society.
The Innocence in his arm automatically invocates around Akuma and also under stress. The only problem with this? Every time it invocates, the 14th is forced out. Allen has no idea what happens when his arm tingles and twitches, he's scared of when it happens, and the 14th is usually the one who has to watch the soul be purified. The purification gives the Noah a sense of stability, so he's visibly more sane than Allen in terms of behavior, but don't mention Mana or the 14th around him. He will insist that he is Allen, that he and Allen are the same, because he wants Mana to love him as well. Despite this, he refers to Allen in third person and himself in first person, but he will still respond to the name "Allen Walker" and will introduce himself as such if you meet him instead of Allen.
The only way to tell who you're talking to do is to watch his eyes - dark brown? Allen Walker. Shimmering gold? Noah. But don't call him that. 14th doesn't like being called a Noah and will actually lash out at that. Lashing out usually results in memories being unlocked and that equals pain, which equals brain overload and malfunction, so, no profit. The sudden increase in strength will be surprising to most people, since he's only a scrawny little 10 year old who's been trying to survive on his own for the past two years, but the parasitic Innocence drains his energy quickly and all it'll take is a couple of dodges, a whack on the head or two, and he'll be forced to, I dunno. Stop fighting. Run away. Who knows.
Allen has also been forced into psychiatric hospitals more than a few times. He doesn't like the doctors because they keep saying there's something wrong with him, but he doesn't know what-- he just thinks the 14th is the "little voice in his head", because he's always unconscious when the 14th is out. The 14th is also responsible for breaking them out of those psychiatric hospitals every time they try to give Allen medicine, and especially when one tried to schedule an exorcism (not with an Exorcist, but the 14th heard wrong, so there we have it). That Innocence is useful for something other than purifying souls, at least.
Because Allen doesn't see the 14th as another entity, the doctors can't do much, and the 14th doesn't want to make things worse for Allen by explaining Akuma, Noah, the Earl, Exorcists, and Innocence to him. He's still a child, and taking in all that information may just stress him out more. He already has a lot to worry about-- where to sleep for the night, where to get enough food to stop his arm from hurting (he doesn't know why, but he's learned that eating a lot stops the pain), and how to stop those people with the crying things on the their backs (aka Akuma) from following him all the time.
He doesn't need to know that his life is being eaten up by that Innocence and that he may have to be thrown into war as soon as the Order finds out he's an Innocence compatible. Those lapses in his memories are better off unexplained.
In Layman's Terms:
Allen is the one you will see more often, with brown eyes. He doesn't know what his arm is or what it does. He knows nothing about Noah, the Earl, Akuma, Innocence, or Exorcists. He knows that his left eye can see things other people can't and, even though he's afraid of the people with those souls, he still wants to help them-- the strange thing is, though, is that he calls the person by name of the trapped soul, because that's the name he sees. He thinks the 14th is just the voice in his head (aka his subconscious, or something similar), and he's terrified of the fat man (the Earl :|).
He has no memories of Mana's dead, bringing Mana back as an Akuma, or Mana's soul's self destruction. He thinks Mana is still out there somewhere, just.. not with him.
The 14th is the one who controls the Innocence and is the only one conscious when it is invoked. He also bears the brunt of the trauma Allen has gone through but, being technically older, he handles it better. Plus, he has the chance to see the Akuma souls thanking him for saving them, so that relieves a bit of stress. Allen, however, only sees the souls, and the last thing he can ever remember is his left arm aching. That's when the 14th pops out to destroy the Akuma.
Both of them, however, are still rather unstable, and Mana should not be mentioned around either of them without caution.
