I always have a layer of my red sauce with vegetables at the very bottom then noodles then the cheeses, and repeat. I have never put noodles at the bottom so I am not sure if there is a trick to keeping them from going hard.

Yep, the same. Or I soak the bottom layer of pasta in boiling water for a couple of minutes before putting it in - that seems to do the trick, too.

I tend to also put a layer of sauce on the bottom, but then usually a layer of noodles and another layer of sauce immediately, so there's plenty of liquid for the noodles to soak up!

If you don't want to use a sauce or crushed tomatoes, you should probably do a layer of the cheese mix on the bottom. The liquid in the sauce or tomatoes keeps the noodles soft.

I've always had a layer of the veggies and sauce and then put the sheet of pasta on top.

If you really want to have the bottom be pasta I'd say soak it so it goes soft and put it in when it's absorbed the water.

Do you cook the noodles first, or use the no-boil type? On the very rare occasions we haven't used tomato sauce, the bottom layer is always fine, but we always cook the lasagna noodles before baking.

I always use sauce as the first layer, then put down the uncooked noodles and they become soft and cooked during baking. Veggies would probably do the same: as they steamed it might soften the noodles.
