This is so disappointing. I've been following it (but not doing much other than signing a few petitions because I'm a bad activist this month) and was really hoping something good would come from it.
All I see is reinforcing of the idea that perceived unethical practices will be tolerated.
"How about we allow child prostitution in the ACT? I mean, if we didn't, they'd just go and do it somewhere else, instead." Isn't it obvious that this is the wrong attitude?

Back in 1997 Labor supported the ban proposed by the Greens, but due to interstate competition laws it never took affect. This year, they sided with the Liberals and stripped it back. Kinda telling about Australian politics these days.

Label: 'CAGED EGG'
Customer: "Oh, these eggs were laid by hens in cages. Well, at least they were probably treated nicely and respectfully, even if the farmers had some good reason for not letting them run around on the grass. Perhaps they didn't want them to get attacked by foxes! And at least we're not searing beaks off chickens anymore like they did early last century - our government would never allow such barbaric practices! - and at least the cages are probably large enough for them to fly around and socialise. Wow! With all these great humane practices I wonder how they can still sell them so cheap by the dozen!"
