Want to look like this for Halloween. Don't think I can pull off the hat, but I need a dress like that... where can I find one for cheap?!

can you sew at all? it looks like it'd be super easy to make, just a ruffle with some elastic sewn in.

otherwise, hit the thrift stores! i got a dress in exactly this style, but black with giant roses all over it, for like a dollar. it helps that chicago has a huge hispanic population, though. :)
