Hugging this character: Sure. Depending on how close he is to your character, he'll be anywhere from irritated to okay with it.
Kissing this character: Feel free to, but this would at best just fluster him and at worst fluster him and piss him off.
Flirting with this character: It'll all go over his head. :|
Punching this character: Sure, he's an easy target.
Fighting with this character: I don't have any problems with it, but be aware that his bff is this guy, so beating Waver up means that you'll have to deal with Rider later. And his ass is much harder to kick.
Torturing/Injuring this character: Definitely PM me or talk to me over AIM first.
Killing this character: See above.
Sex/Rape?: It's highly unlikely that anyone will have the right kind of relationship with him for sex, but it's not out of the question. As for the second one, no.
Using telepathy or mind-reading abilities on this character: If your character really wants a look into Waver's spastic, up-tight brain, go right ahead.
Relationships: If someone can suffer him enough to want one, sure.
