Sounds like a double whammy!

First, the concrete floor breaths and water vapor does rise from it. The hard wood floor traps it and then the humidity under the floor dose its dirty deed.

Find some Concrete water proofing and coat it at least twice!!!

Second, you have to find the leak from above. One storm does not always spark a leak for only that storm on the first floor. The second floor well show signs up and down the walls floor or ceiling first. it takes a while for any floor to warp. So I would bet you have a ongoing problem. But to be sure you have to address one at a time. DO the floor and wait for a while with the floor off. it well be a wait and see thing.
If you know the dish washer leaked before, its leaking now. Those things do not improve with time. Those I would start with first. There should be tell tale signs to help with the problem location. But I bet the concrete floor is number one!

Could he put French drains around the house? That's what I have to keep water out of the basement, plus a drain on a pad outside the basement door. Keeps everything dry and you know how much rain we get here.

Vendra, you coming up for New Year's?

Sorry. I did not know about it in time and have to be back in town on the 2nd. Now it also seems that my plans are to pull up and repair the floor during that time.
