He was part of a group that was fighting that dimension's Eggman, who apparently only goes by the name "Dr. Robotnik". Apparently, shortly before he was brought to Station Square, that Eggman was defeated as well.

I also suspect everyone from this dimension spoke a broken combination of English and French.
