You put the potatoes on top of the bacon. The pan doesn't need to be too deep, just deep enough to allow the water to come up over the potatoes. And we're talking JUST cresting on top of the potatoes. Cover and check every now and again. Just let the water completely disappear. If the potatoes feel too watered, then you can judge according and perhaps drain it off a little. I let mine cook a little longer to allow the bacon a little time to brown on one side. Don't worry about the bacon it will be cooked enough when it boils, I just found that a little browning might make it taste better.

Do you drink the water, too? (Is it a stew, or is the water just for cooking.)
You say to use a frying pan. Do you just use a deep frying pan and then put the water in and the like?
Should each layer cover the botom of the pan? Like, should the bacon cover the bottom of the pan, and then the potatoes cover the bacon?
