Is the download working for you? For some reason, it won't work for me.

Sure! I don't remember all the layers I used, but I will try to have a tut up soon.

In case I don't have time for a full tut, here's a rundown (I use PS):

1. I looked for pictures of the northern lights that are interesting/eye catching.

2. Then I resized that picture to fit the size of the texture that I want.

3. I pasted the picture into the new canvas.

4. Go to Layer > New Adjustment layer > Curves

5. Play with the curves until your satisfied with the coloring.

7. Go to your documents and add a new picture. I used a paper stock scan by gender and I set it to either multiply, darken, or soft light. Position it where you want to.

8. Go to Layer > New Adjustment layer > Color Balance and tweak the coloring until you are satisfied.

9. Keep adjusting with the color balance and curves. Add new color balance and curve layers if you would like.

10. Go to Layer > New Adjustment layer > Brightness/Contrast. Choose a contrast that makes your image pop.

11. Filter > Blur and choose a blur style that makes the image softer.

*Try adding gradient layers also.
