late afternoon, none of the settings really matter - i just did whatever needed to get a proper exposure.

used a polarizing filter which is responsible for most of the punchiness of the colors.

the other key part was properly clipping my levels in photohsop.

i have it on my laptop now. that photo was taken on the back of a ferry headed for dover with a 70-300m lens @ 300mm on an xTI body. the filter cuts out large amounts of reflected light. grass and water is shiny, it reflects sunlight. the sunlight reflected back tends to be white to blueish and it desaturates the colors in the photo. using a polarizer limits that, and with less reflected light in the sceen you get much better color ( ... )
