[ liz takes the time to attempt a filter away from caroline just so she can try to surprise her for once. it... probably fails, though. liz is still pretty new to this. ]

She said she'd been here a while. I guess it's been long enough for her to rack up some friends. [ as weird as that was for her. ] I'm glad she has them. [ that's... not to insinuate that liz is surprise she has any... just that she's glad... forbes women are not so good on this emotional thing. ]

Sheriff Forbes, nice to meet you. I've met your daughter, wonderful person.

There's been talk about laws and order and such. The difficulty is enforcing such things in a world that's based on order and chaos. How do you create laws that are fair for all? How do you pick the people to enforce them?

Not saying I'm against it, but these are the issues that come up often. That said, there are groups around - the Blue Rogues and Brave Vesperia - and individuals who keep the peace.

That would probably be better for someone more used to leading, though in a place like this, the most important things are not hurting your fellow citizens. That's probably the only thing that can be enforced. [ or should be. ]

Thankfully, everything seems to be fairly civil on that front. No use turning against each other when we'd be stronger working together. Having most everything provided for also helps in terms of keeping things stable; no need to fight over resources or anything.

This has been an ongoing problem. It's hard to be a police force when there are no laws here, only common sense.

Though, if you're still interested, Inspector Zenigata, Ginia and I are trying to run something a bit more stable. At least for people used to law enforcement. There are several other organizations here, but nothing is formal. Especially since many people here are more likely to rebel against any authority than can, so it would work in reverse.

And ignore the pirates you're drawing. They're best dealt with a good smack to the head with a jitte.

It might be a better option to keep things simple. Don't incite panic, don't harm your fellow citizens. As much as I'd rather it not be an issue at all, thievery should probably be dealt with between the people it concerns. [ that and she's not sure she could be very useful against a magic thief of sorts. ]

...Pirates, great. [ all the sighing. what is her life even anymore. ]

It's good to meet you, Sheriff Forbes. My name is Alexis. I'm not sure how much help I can be, but I've done a little work in a police station, working with files and such, and my father is a consultant for the NYPD. I'd be happy to help if you find a place for such a force here. There's a couple groups that I know of, but they're not enforcement so much as protection when things go a little haywire. Problem is, there's no real laws here.

Protection might be the better option, or a set of small rules mostly designed towards protection of the masses. Don't incite panic, don't harm your fellow citizens, and the like.

There are too many different sets of laws and not enough people to choose fairly and enforce them properly. That's our problem.

Part of Liz had been trying to ignore the fact that she was bringing her daughter blood in a mug. But that was exactly what she was doing and Caroline's blunt question brought it crashing down around Liz again. The older Forbes took a deep breath and nodded.

"Yes. I thought you might be hungry."

Definite peace offering, which Liz now held out to her daughter. This whole trying to get along thing was still so foreign to her and she wasn't entirely sure what to say that wouldn't anger Caroline or upset her somehow. The whole situation was strange, but it was what they had to work with, so that was what Liz was going to do.

"I thought it might make things a little easier for you." Liz paused, walking a little further into the room and setting the tray on Caroline's bed. It wasn't as though anyone else lived with them to overhear what they might or might not end up talking about, but Liz would feel better if she wasn't just standing in the middle of the doorway.

"I know we haven't exactly talked about... what you are since I got here." Well, more that they'd been avoiding it. Both of them. "I just want you to know... you're my daughter and I'll always love and support you." Now that she really understood what Caroline had been going through. These words were hard for Liz to say, not only because of what Caroline was, but also because the Forbes women just... failed at talking about their feelings sometimes, more Liz than Caroline. This was Liz's attempt at peaceful negotiations, though those had never particularly ended well in the past. She just hoped it would go well this time.
