"To save the world I must conquer the world" is an interesting motivation. Depending on how you go about it, would you really be a villain? If you decided to conquer the world via nanotechnological mind control, who would know? (The superhero resistance, I suppose...)
On the other hand, almost all of the newer "heroes" are what you and I would call morally ambiguous at the very least. Hell, even Iron Man has overtaken Doom as the #1 villain in many eyes. Kingdom Come was an instant classic, but the really amazing thing is that IT CAME TRUE. "Heroes" really did go apeshit in both Marvel AND DC.
Captain America is dead. Batman built Brother Eye. Half the fucking JLA does mind control. You've got a street-level REAL Avengers team and then the gub'mint lackeys that get the merchandising.
In the final equation, would your plans REALLY make you a villain? It's just about how you implement them. Just don't detonate Captain Atom in the heart of Kansas and you'll get front page on The Daily Planet every news cycle.
Just HURT each of the various factions in the world and make them team up TOGETHER (that being the most important word) against you.
You commit a series of 9/11 level atrocities against everybody, and you'll see some REAL co-operation in the world community.
This isn't about super powers, so much as I was using that as an example. Right now, If I had say 30 nuclear devices, I'd use them. I'd just make sure to spread out the dammage, and get EVERYONE going after me.
No need to rule the world if you can goad it to start getting things right.
