Wow, what a dickhead.
I've heard of tons of ridiculous tickets being handed out in town..like Will got a ticket for his tailpipe in his car being too big (the highest legal size is 4" which is his, I think it's ridiculous but whatever..) and he contested it and didn't have to pay.
Sometimes cops have too much time on their hands, sure some tickets need to be given out (like the idiot who drove through the fence in the parking lot at the supermarket).
