If I read that correctly, it's only passed the Senate, it's not fully law yet, right?

Obama can still veto it, though that would be mind-bogglingly awful, and doesn't it go Congress, Senate, President, Congress Again, Law?

Passed Wednesday. This gives me a really attractive alternative if I get too tired to finish my Ph.D. again. I might even see about becoming an officer if I do finish my Ph.D.

This was really the only major barrier between me and military service.

The only "barrier" now is in the executive branch. Obama doesn't have a history of acting on civil ("gay") rights but he does, supposedly, support this bill... So we'll likely see it go into effect soon-ish.
