Is pickpocketing of tourists really that rife in Europe?

People definitely make a big deal about it - but I honestly only believe it's lost or extremely obvious and oblivious tourists that mainly get targeted. Maybe people who wander down bad areas at bad times - but I think this applies to almost every city in the world.

Having said that, there was a guy on the bus who seemed to get awfully close to my backpack. I'm extremely aware (paranoid?) of most people around me and he wouldn't have had even the slightest opportunity to do anything - that is, if he actually wanted to.
