1. Mayor Nagin had over a hundred busses, probably closer to four hundred, that he didn't use prior to Katrina to get the people too poor to own cars out. It's not their fault Nagin screwed up; there are pictures from above the city of hundreds of busses set aside for this purpose that got flooded and never used
