It means that US federal bodies will make recommendations on who should get the vaccine and state and local bodies will have to figure out how to get it available. Anybody among the group they recommend get it who then decides they want it (they still get a choice) will be asked questions about whether they have any conditions (like allergies to eggs) which might cause them to have reactions to the vaccine. I think by saying they doing screening by allergy risk-factors they are indicating that people with a high propensity to have an allergy to the vaccine are not going to be given the vaccine, and people that do get the vaccine are going to get information on what to do if they do have a problem.

In other words, they are emphatically saying it will not be mandatory, and indeed there are people in the group that are "high-risk" for the illness that still shouldn't be given the vaccine due to some other allergies which may indicate they will have problems with the vaccine who are not going to be given the vaccine.

I suspect they add the contraindications portion because some people who are looking for answers to that question are people with allergies.

Anyways, I am against mandatory vaccinations for H1N1. I highly doubt that the government is going to mandate H1N1 vaccines. It's too risky (just like you said, GBS!), and it's too intrusive on individuals' rights.

That being said, I'll probably get myself and Caroline vaccinated; we're high-risk /and/ in a city that's already had an outbreak. WOO! -_-

GBS, which is essentially an over-reaction of the immune system which causes the sheath around nerve cells to deteriorate, is a potential symptom of ALL vaccines given ANYWHERE. It is a potential side effect of how vaccines work. I recommend you check out this link. If you do not trust your doctor, don't get it from them. GBS is entirely treatable, if you and your doctor are paying attention.
