Sounds like what used to happen on Halloween on Water St. in Eau Claire, WI, when I worked for the town's alleged/purported newspaper. The drinking age was still 18, so the bars near campus were SRO all weekend, every weekend (well, until 2:30 anyway). Oh, and the dormies had to cross a footbridge over an actual river to get home. Anyway, about 10ish on Halloween some cop's voice came over the scanner (which was permanently on the newsroom PA, which tells you something about the paper) saying, in the usual deadpan, "They've taken the Street. They've taken the Street."

Actually, come to think of it, Eau Claire was pretty mild. Lots of boozy shouting and traffic blockage but (usually) no permanent injuries. Oshkosh (another college town, home of "UW-Zero") had fires and thrown objects and tear gas and arrests. And this was in the '80s. They're probably all hypnotized with tofu by now. ~*~
