It should never be okay, and it should never be okay to tell people not to complain about racism. Not that you have to get into a fight about it every time, because as you say, blood pressure and mental health (not to mention the fact that it's not your job to educate fucktards). But if people don't want to hear that their casual racist remarks are unacceptable, as you say, they should keep their mouths shut.
