Either way, I should say that not all coastal cities that have "storm run-off" are on an ocean. Grand Rapids overflows its waste and sewage management facilities and the run off flows down the Grand River and into Lake Michigan. They actually make announcements about when it's safe or not safe to swim/boat around that area (it's gross).
