He wanders the Second Level before absentmindedly popping in on Russia. Waka feels the cold, and doesn't like it. Unpleasant memories and such.
But what truly caught his attention was Russia. His presence alone could've frozen over Laochi Lake ten times over. Common sense would've said GET THE HELL OUT OF HERE, but Waka is assured that this is nothing he can't handle.
