Directed energy weapons, nasa's working on antimatter propulsion, did star trek happen in the 2260s or the 2020s?

One question though . . . say I dunno a small garrison of troops with these devices gets wiped. Terrorists now have the tech, the resources to reproduce it through their little underground, and the intent to turn it into something more akin to what a supervillan in a comic book would use.
