Except for the part about transport arrangements, you've basically described the situation at Louise's school. They've just been moved into the new buildings (and the old ones are being dismantled and taken away), but the new buildings/IT/everything are still a work in progress.

No phones or wireless in the new offices, which means you have to carry your laptop over to the old part of the school in order to send emails and print things...
