Why is it called 'Ugendou', anyway?

Okay, so sometimes random things come to me when I'm sitting on trains travelling in between one busy city and another...erm...not so busy non-city. I came back from my trip today and (after having read the spoilers, am loving Hacchi all the way for the record...) I started wondering a bit more about this.

I have heard Hall of Heavenly Rain somewhere, but 堂 has a closer meaning to chamber than hall. So, Chamber of Heavenly Rain might be more appropriate. Also one has to consider the placement of 乾, as it is after 雨.

*shrug* Translating names of places is the hardest, somehow, since one has to choose either aesthetic or literal meaning over the other.
