This is very rough because the raw pictures that have been posted are digicam pics not scans and large areas of the text is blurry and not easy to make out (for that reason I reserve the right to have misread certain kanji since in some cases I was looking at context to work out what the missing blob was!). Still this is I think the gist of Chapter

Hrm. The way I read it was that CC46 had ordered the killer of his friend not to be put to death. Tousen's watching behind the spears but I don't know for sure if it's him shouting "why isn't this guy getting the death penalty?" And someone shouting back that it's in accordance with Central 46 orders for him to be spared.

The man being the killer of Tousen's friend. It very clearly is talking about a man not a woman and capital punishment (shikei) so I think that's how it's meant to be read.
