Well, actually it appears that it is only for people who reside within the boundries of the Redwood City School District, but nonetheless it is measure to institute a parcel tax in order to "attract and retain quality teachers;maintain library programs; improve math and science programs; maintain music classes; preserve small class sizes; and provide special needs programs"

So basically it is creating a parcel tax to raise money for schools.
