the best way to control something is to make it illegal. This cuts consumption down to nearly zero as the majority of users tend to be pesky low income people who don't really matter anyway. I love the anti-pot commercials. Smoking weed has never made me let a little girl fall into a pool (I wouldn't drink alcohol while babysitting...why would I get high?) or forget I had dinner with grandma (yeah, um, hello...I have the munchies...Ima MEET granny, ok?!)...

Let's not forget that the federal govt needed a constitutional ammedment to illegalize alcohol but for some reason no such measures were taken to illegalize marijuana and other drugs.
