Back in those days, there was the idea that once you'd served your time, you were a free man, you'd "paid your debt to society". Like maybe a stretch in jail would convince you to behave better. Now, get convicted of a sex crime and you're a pariah for life. It's far preferable to just murder a dozen people through some bit of carelessness. People will forgive you that.
